Survey and proposal for Japanese-English bilingual translation of technical terms focusing on nuclear disaster prevention

In order to translate nuclear disaster prevention documents written in Japanese into English, the Basic Act on Disaster Management, the Act on Special Measures Concerning Nuclear Emergency Preparedness, and the Convention on Nuclear Safety were surveyed for corresponding terms in Japanese and English. The survey results were integrated and unified English translations were selected. As a result, a Japanese-English correspondence table of technical terms in the field of nuclear disaster prevention was prepared and proposed.

During the first year of the accident at the Fukushima Daiichi Nuclear Power Station caused by the Great East Japan Earthquake in March 2011, a total of about 45,000 employees of Japan Atomic Energy Agency (JAEA) left their original workplaces to engage in telephone counseling, assistance of temporary return, and environmental monitoring. In particular, the staff who worked on the telephone counseling service, which directly contacted the residents, suffered from the stress associated with emotional labor. Systematic mental health care to the staff who engaged in these tasks was provided them in the Nuclear Fuel Cycle Engineering Laboratories of the JAEA. This paper considers this activity as a concrete example of "support for supporters" and discusses the mental health of the staff who provide support to the residents in a nuclear disaster.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2020. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2018, this report summarizes the research results of the "Development of semantic survey map building system using semi-autonomous mobile robots for surveying of disaster area and gathering of information in nuclear power station" conducted from FY2018 to FY2021 (this contract was extended to FY2021). Since the final year of this proposal was FY2021, the results for four fiscal years were summarized. Study on initiating phase of core disruptive accident (Validation study of SAS4A code for the unprotected transient overpower accident)

In previous studies, the reliability and validity of the SAS4A code was enhanced by applying Phenomena Identification and Ranking Table (PIRT) approach to the Unprotected Loss of Flow (ULOF). SAS4A code has been developed to analyze the early stage of Core Disruptive Accident (CDA), which is named Initiating Phase (IP). In this study, PIRT approach was applied to Unprotected Transient over Power (UTOP), which was one of the most important and typical events in CDA as well as ULOF. The phenomena were identified by the investigation of UTOP event progression and physical phenomena relating to UTOP were ranked. 8 key phenomena were identified and the differences in ranking between UTOP and ULOF were clarified. The code validation matrix was completed and an SAS4A model, which was not validated in ULOF, was identified and validated. SAS4A code became applicable to various scenarios by using PIRT approach to UTOP and the reliability and validity of SAS4A code were significantly enhanced.

In the case of a nuclear accident or a radiological emergency, the Japan Atomic Energy Agency (JAEA), as a designated public corporation assigned in the Disaster Countermeasures Basic Act and the Armed Attack Situation Response Law, undertakes technical supports to the national government and local governments. The JAEA is requested to support to evaluate radiation doses to residents in a nuclear emergency, which is specified in the Basic Disaster Management Plan and the Nuclear Emergency Response Manual. For the dose evaluation, however, its strategy, target, method, structure and so on have not been determined either specifically or in detail. This report describes the results of investigation and consideration discussed in the "Working Group for Radiation Dose Evaluation at a Nuclear Emergency" established within the Nuclear Emergency Assistance and Training Center to discuss technical supports for radiation dose evaluation to residents in the case of a nuclear emergency, and aims at contributing to specific and detailed discussion and activities in the future for the national government and local governments, also within the JAEA.

Validation study of SAS4A code for the unprotected loss-of-flow accident in an SFR

The Phenomena Identification and Ranking Table (PIRT) approach was applied to the validation of SAS4A code in order to indicate the reliability of SAS4A code sufficiently and objectively. Based on this approach, issue and objective were clarified, plant design and scenario were defined, FOM and key phenomena were selected, and the code validation test matrix was completed with the results of investigation about analysis models and test cases. The results of the test analysis corresponding to this matrix show that the SAS4A models required for the IP evaluation were sufficiently validated. Furthermore, the validation with this matrix is highly reliable, since this matrix represents the comprehensive validation that also considers the relation between physical phenomena. In this study, the reliability and validity of SAS4A code were significantly enhanced by using PIRT approach to the sufficient level for CDA analyses in SFR.

The system will be applied to the investigation of the situation inside the building of the nuclear power station where people cannot access at the time of disaster.

Core Disruptive Accident (CDA) has been considered as one of the important safety issues in the severe accident evaluation of Sodium-cooled Fast Reactor (SFR), and SAS4A code is developed for Initiating Phase (IP) of CDA. Phenomena Identification and Ranking Table (PIRT) approach was applied to the validation of SAS4A code in order to enhance its reliability in this study. SAS4A was validated in the following steps: (1) selection of the figure of merit (FOM) corresponding to Unprotected Loss Of Flow (ULOF) which is one of the most important and typical events in CDA, (2) identification of the phenomena involved in ULOF, (3) ranking the important phenomena, (4) development of the code validation test matrix, and (5) test analyses for validation corresponding to the test matrix. The reliability and validity of SAS4A code were significantly enhanced by this validation with PIRT approach.

Preparedness and response for nuclear or radiological emergency as a designated public corporation

In the event of a nuclear or radiological emergency, the Japan Atomic Energy Agency (JAEA) as a designated public corporation assigned in the Disaster Countermeasures Basic Act of Japan undertakes a role to support the national government and local governments. This paper (1) illuminates the roles of the JAEA as a designated public corporation for preparedness and response to a nuclear or radiological emergency of nuclear facilities; (2) summarizes emergency response activities of the JAEA in accordance with its Disaster Management Operation Plan against the off-site radiological emergencies attributed to a loss of control of the Tokyo Electric Power Company (TEPCO)'s Fukushima Daiichi Nuclear Power Station that occurred in 2011; and (3) reports its activities in normal times especially participation in the drills organized by the national government and local governments in the light of the Basic Disaster Management Plan of Japan and Local Disaster Management Plans of prefectural governments, respectively.

Development and validation of SAS4A code and its application to analyses on severe flow blockage accidents in a sodium-cooled fast reactor

Local subassembly faults (LFs) have been considered to be of greater importance in safety evaluation in sodium-cooled fast reactors (SFRs) because fuel elements were generally densely arranged in the subassemblies (SAs) in this type of reactors, and because power densities were higher compared with those in light water reactors. A hypothetical total instantaneous flow blockage at the coolant inlet of an SA (HTIB) gives most severe consequences among a variety of LFs. Although an evaluation on the consequences of HTIB using SAS4A code was performed in the past study, SAS4A code was further developed by implementing analytical model of power control system in this study. An evaluation on the consequences of HTIB in an SFR by this developed SAS4A code clarified that the conclusion in the past study was almost same as that in this study. Furthermore SAS4A code was newly validated using four in-pile experiments which simulated HTIB events. The validity of SAS4A application to safety evaluation on the consequence of HTIB was further enhanced in this study. Thus the methodology of HTIB evaluation was established in this study together with the past study and is applicable to HTIB evaluations in other SFRs.

Development and validation of evaluation method on hypothetical total instantaneous flow blockage in sodium-cooled fast reactors and its application to a middle size SFR

An evaluation on the consequences of a hypothetical total instantaneous flow blockage at the coolant inlet of an SA (HTIB) using SAS4A code was also performed in the past study. SAS4A code was further developed by implementing analytical model of power control system in this study. An evaluation on the consequences of HTIB in Monju by this developed SAS4A code was performed. It was clarified by the analyses considering power control system that the reactor would be safely shut down by the plant protection system triggered by either of 116 percent over power or delayed neutron detector trip signals. Therefore the conclusion in the past study that the consequences of HTIB event would be much less severe than that of unprotected loss-of-flow event was strongly supported by this study. Furthermore SAS4A code was newly validated using an in-pile experiment which simulated HTIB events. The validity of SAS4A application to safety evaluation on the consequence of HTIB was further enhanced in this study.
